Recently, governors Ron DeSantis and Greg Abbott declared the Muslim Brotherhood and CAIR to be foreign terrorist organizations. DeSantis’s statement included the following:
‘The Muslim Brotherhood’s Islamist ideology is irreconcilable with foundational American principles of life, liberty, and the pursuit of happiness reflected in the Declaration of Independence and the United States Constitution, especially including the right to religious freedom and the equal protection of the laws, the executive order states.
Governor Abbott made a similar statement, and added that CAIR would be denied the right to buy property in Texas. He was probably partly motivated by a 400-acre development purchased by the East Plano Islamic Center, that looks suspiciously like an Islamist enclave, although they deny that description.
But there is even more going on than meets the eye.
A report came out in November 2025 that seems to have been buried by the media, about the inroads that the Muslim Brotherhood and CAIR have made into our society. And to say their progress is alarming is an understatement. Issued by the Institute for the Study of Global Antisemitism and Policy (ISGAP), the report documents that the Brotherhood has been quietly infiltrating U.S. institutions and government at all levels since at least 1982. Per Fox News:
According to the [ISGAP] report, The Muslim Brotherhood allegedly targeted U.S. government agencies for infiltration, including the State Department, Department of Homeland Security, and Department of Justice, through career appointments and advisory roles.
The report dives deep into alleged terror ties within the group along with various funding sources from places like Qatar while making the case that both al-Qaeda and the Brotherhood ‘share the strategic aim’ of establishing an Islamic state government by sharia and differing only in tactics where the Brotherhood's ‘gradualism allows it to maintain ideological continuity with militant jihad while avoiding direct confrontation.’
The report calls on the United States to designate the Muslim Brotherhood as a terrorist organization.
Think tanks and research groups have warned this country for years about the goals of these groups, without raising any serious alarms or concerns.
ISGAP did its due diligence on the Brotherhood. They studied documents produced by that group, which explain in detail their plans for global dominance; one 1982 document is called “The Project.” One source reveals that the dangers are more ominous than they may first appear, and are closer to completion than we may realize:
What is startling is how effectively the Islamist plan for conquest outlined in The Project has been implemented by Muslims in the West for more than two decades. Equally troubling is the ideology that lies behind the plan: inciting hatred and violence against Jewish populations around the world; the deliberate co-opting and subversion of Western public and private institutions; its recommendation of a policy of deliberate escalating confrontation by Muslims living in the West against their neighbors and fellow-citizens; the acceptance of terrorism as a legitimate option for achieving their ends and the inevitable reality of jihad against non-Muslims; and its ultimate goal of forcibly instituting the Islamic rule of the caliphate by shari’a in the West, and eventually the whole world.
CAIR angrily pushed back against both governors:
‘Most Americans recognize that Ron DeSantis is a failed politician,’ [CAIR Deputy Director Edward Ahmed] Mitchell, of CAIR, told The Center Square, ‘who prioritizes the Israeli government over the people of Florida and is always looking for publicity stunts to stay relevant. I would not be surprised if other governors do not decide to take the leap with him and Governor Abbott, given they don’t want to end up in court and embarrassed.’
The Texas proclamation and the Florida order delve deep into the organization’s history to accuse it of ties to Hamas and the Muslim Brotherhood, a transnational Sunni Islamist network with no centralized leader that pushes for Sharia law in all aspects of life.
Mitchell’s criticism of DeSantis is ludicrous, since the governor has been touted as one of the best governors in the country. Additionally, Mitchell is suing DeSantis for the designation:
The lawsuit was filed late Monday [December 2025] by the CAIR-Foundation and CAIR-Florida, its affiliate in the state. The suit asked a federal judge in Tallahassee to declare DeSantis’ order unlawful and unconstitutional and prevent it from being enforced.
‘He has usurped the exclusive authority of the federal government to identify and designate terrorist organizations by baselessly declaring CAIR a terrorist organization,’ the lawsuit says.
In spite of the actions of DeSantis and Abbott, the federal government and the other governors’ responses have been tepid, slow, or non-existent. While President Trump got the ball rolling when he issued an executive order last month that would require “certain chapters or subdivisions” to be “considered for designation as Foreign Terrorist organizations,” it doesn’t go nearly far enough.
Some states have enacted resolutions to discourage or prohibit working with CAIR or the Brotherhood, but the resolutions are just for show. Otherwise, our leaders and legislators seem indifferent to the threats of both these groups and their related organizations. We have grown complacent and careless regarding Islamist terrorism. Unless more aggressive steps are taken to protect our country, we are in serious jeopardy.
