It seems like just yesterday that West Side Story, in the classic, “Gee, Officer Krupke”, made fun of the notion that criminals were just “a product of social decay’”:

A couple of decades pass and we find out that the Obama administration missed the joke and thinks that murderous savages drunk on public headchopping, cannibalism, enslavement of others, and burying children alive, is “just a question of misunderstood”, the results of colonialism and the lack of Middle Eastern job fairs.
A.) ISIS Is Islamic
Even the usual Obama fluffers like Vox and the Atlantic are finding it hard to paper over such idiocy as administration claims that to counter violent extremism we must let the jihadis “address legitimate grievances through the democratic process”.

But pretending that it isn't actually a religious, millenarian group, with theology that must be understood to be combatted, has already led the United States to underestimate it and back foolish schemes to counter it. We'll need to get acquainted with the Islamic State's intellectual genealogy if we are to react in a way that will not strengthen it, but instead help it self-immolate in its own excessive zeal.

On the one hand, the US is at war with ISIS, an Islamist extremist group, which has murdered American citizens; it has been fighting al-Qaeda ever since it murdered thousands on September 11. Americans are understandably concerned and want to hear that their commander in chief understands the threat of Islamist extremism and takes it seriously.
On the other, Obama is clearly wary of worsening the wave of Islamophobia that ISIS has inspired in the US. Unduly emphasizing the role of religion could inspire more backlash against Muslims, of whom there are 2.6 million in the US. It could also indulge ISIS's view (also endorsed by some Americans, unfortunately) that the US is at war with Islam. Obama also surely wants to push against dangerous arguments, made by both ISIS and some prominent American voices, that ISIS represents true Islam.
Of course, Vox’s Max Fisher still is only half right. There is no “wave of Islamophobia in the US".

Google search “civil wars in the world” and determine who the combatants are. The results show that Muslims are involved in 75% to nearly 90% of them, depending on the study. Muslims fight against all religions and cultures, worldwide. They fight against Christians, Jews, Zoroastrians, Hindus, Buddhists, Copts, atheists, Sikhs, Confucians, Shamans, animists -- ALL non-Muslim cultures. They fight in China, Russia, Bosnia, Cyprus, Macedonia, Israel, Pakistan, India, Indonesia-Ambon & Halmarhera, Côte d'Ivoire, Kashmir, Algeria, Mauritania, Morocco, Tunisia, Sudan, Ethiopia, Kosovo, Afghanistan, Bosnia, Kurdistan, Kirghizia, Nigeria, Philippines, Somalia, Turkey, Chechnya, Sudan, Yemen, Thailand, Uganda, Dagestan, Azerbaijan, Mali, Chad, Syria, Iran, Libya, Bangladesh and East Timor. While the radicals fight the civil wars the "moderate Muslims" overwhelm the natives with prodigious birthrates.
The Internet is how we spread the truth about this enemy, Islam:

Is it any wonder then that the White House Summit on Countering Violent Extremism excluded FBI head Comey? I mean, it would hardly do to bring facts to bear on the fanciful, faculty-lounge type discussion, would it?
C. Colonialism is Not Responsible for the Low State of the Moslem world
Just as Obama is in no position to decide what is really real Islam, he is wrong in blaming colonialism for the state of the Moslem world. ISIS is, in fact, contra to faculty lounge chatter, carrying out a desire to return to primitive pre-colonial Islam, a “religion of war” and supremacism.
Raised to believe that history inevitably trended toward diversity in catalog models, fusion restaurants and gay marriage, the Arab Spring led them on by promising that the Middle East would be just like Europe and then ISIS tore up their Lonely Planet guidebook to Syria and chopped off their heads.
But ISIS also believes that it’s on the right side of history. Its history is the Koran. The right side of its history is what Iraq and Syria look like today. It’s also how parts of Europe are starting to look.
D. Poverty is Not the Impetus for Jihadism
Eli Lake, writing for Bloomberg View, takes issue as well with the notion that poverty is the impetus for the radicalization of Islamic youths. He says it’s pure boredom and a desire for a significant life.Many of the recent major jihadists had plenty of economic and educational opportunity. Mohammed Atta was studying graduate-level architecture in Hamburg before he took the path to hijacking one of the planes that crashed into the World Trade Center. Ayman al-Zawahiri, the current leader of al-Qaeda, studied medicine at the University of Cairo. Osama bin Laden came from a prominent family of Saudi builders.
One recent study found that family money and education could be social indicators of inclinations toward terrorism. Released last year by Queen Mary University in London, it found that "youth, wealth, and being in full-time education were risk factors associated with radicalization." Maher said in his four years inside Hizb ut-Tahrir, he found many of the most active members were students or college graduates.
This is not always the case. Abu Musab al-Zarqawi, who founded the predecessor organization to the Islamic State, was born into a slum near Amman, Jordan, and became radical in prison. But more often than not, at a certain point the path to radicalization plays on the deep desire of young people to be a someone in a movement that stands for something, no matter their backgrounds.
E. Obama Is Taking the Side of the Terrorists
The nonsensical counter-radicalization conference and State Department spokeswomen’s blatherings aside, an even bigger problem is that in the war between the Moslem governments we were allied with and the terrorists, Obama has consistently taken the side of the terrorists. Daniel Greenfield, who makes this argument, has mustered compelling evidence to support it.
The United States now has a strange two-tier relationship with the Middle East. On paper we retain a number of traditional alliances with old allies such as Egypt, Israel and Saudi Arabia, complete with arms sales, foreign aid and florid speeches. But when it comes to policy, our new friends are the terrorists.
American foreign policy is no longer guided by national interests. Our allies have no input in it. It is shaped around the whims of Qatar and Iran; it’s guided by the Muslim Brotherhood and defined by the interests of state sponsors of terror. Our foreign policy is a policy of aiding Islamic terrorists.[snip] Stabilizing the region by turning terrorists into governments may sound like pouring oil on a fire, but to progressives who believe in root causes, rather than winning wars, violence is a symptom of discontent. The problem isn’t the suicide bomber. It’s our power structure.

Obama does not believe that the terrorists are the problem. He believes that we are the problem. His foreign policy is not about fighting Islamic terrorists. It is about destroying our power to stop them
Instead of clutching their pearls every time someone like Rudy Giuliani tells the truth about the influences on Obama’s misguided foreign policies the rest of his party and the press would do the country a giant favor by pointing out these are the policies of a numbskull who regardless of the credentials Columbia and Harvard Law School bestowed on him is utterly ignorant of history, religion and statecraft.
