We all are familiar with the desk plaque on President Harry Truman’s desk that read, “The Buck Stops Here.” If President Obama had a desk plaque that was representative of his approach to foreign policy, it would read “The Buck Stops There.”

Now if the president had a plaque for his domestic policy, it might well read, “The Buck Never Stops.”
