Joe Biden earlier this year tapped the Council on American-Islamic Relations (CAIR) for an initiative to curb anti-Semitism. At the time, critics slammed the White House for partnering with CAIR, which has a history of virulent anti-Semitism and was linked to Hamas in a federal terrorism case in 2007. This week, CAIR and its leaders defended Hamas attacks that have killed, injured, and kidnapped thousands of Jews.
Free Beacon (h/t Susan) Nihad Awad, the executive director of CAIR, referred to Israel as a “settler colonial Apartheid state” in the wake of the attacks, and decried the placement of the Israeli flag on the Eiffel Tower in Paris. Awad wrote on social media that “Israel=Russia,” and called on President Joe Biden to condemn Israel, but not the Hamas attackers.
Now, CAIR is condoning the largest attack in Israel’s history, blaming for the attack squarely on Israel, further raising further questions about the administration’s affiliation with the controversial group.
Awad has been a vocal critic of Israel for decades and has praised Islamic clerics who call for violence against Israel. Last month, he praised Yusuf al-Qaradawi, a Muslim Brotherhood leader who has called for another Holocaust against Jews, and for the killing of American soldiers in Iraq.
The State Department has awarded several grants this year to pro-Hamas and anti-Israel organizations in Gaza and the West Bank. On Sept. 29, the agency gave $100,000 to Al-Quds Open University, a Ramallah-based school that praised the Hamas attackers as “righteous martyrs.”
CAIR’s anti-Israel views have been known for years. In 2007, CAIR leaders were linked to Hamas at a federal trial for the Holy Land Foundation, a Texas-based Islamic charity. A founder of CAIR’s Texas chapter was sentenced to 65 years in prison in the case.
Breitbart CAIR has frequently used antisemitic rhetoric, blurring the boundary between criticism of Israel or “Zionism” and outright attacks on Jews and Judaism. For example, as Breitbart News reported in December 2021:
Zahra Billoo, executive director of the Council on American-Islamic Relations (CAIR) in the San Francisco Bay Area, called to “know your enemies” as she blasted Jewish organizations, “Zionist” synagogues, and Hillel campus groups who she accused of betrayal and supporting human rights violations.
Billoo’s blind hatred for anyone who supports Israel prompted her to reject overtures from and shun what she described as “polite Zionists” even on issues on which they might work together. She warned that any groups supporting Zionism “are not your friends.” Billoo also repeated the antisemitic smear that police exchange programs in Israel lead to American police violence against black people.
Billoo has labeled mainstream Jewish groups as “enemies” and defended Hamas’s firing of rockets into Israel. In 2015, she asked: “When was the last time Hamas instituted a siege against a people?”

The Biden White House boasted about its new anti-Semitism strategy, claiming it is the first such strategy adopted by any White House. But the document excludes extreme criticism of Israel as antisemitism. The Biden strategy also lumps anti-Semitism in together with Islamophobia, which fails to acknowledge the fact that the two are fundamentally different, and that antisemitism is frequently motivated by Islamic extremism.
RJC CEO Matt Brooks issued a strong blasted Biden’s anti-Semitism strategy, noting it was a step backward: Joe Biden had a chance to take a strong stand against antisemitism and he blew it.
The IHRA definition of anti-Semitism is the definition endorsed by every mainstream Jewish organization. Biden’s own Special Envoy to Monitor and Combat Antisemitism has urged other countries to “embrace” it as an “integral” tool against the rising tide of Jew-hatred. The IHRA definition is indispensable because it recognizes that criticism of Israel is antisemitic when it delegitimizes, demonizes, or applies double standards to Israel.
After initial reports that its new strategy would enshrine the IHRA definition, the Biden administration came under heavy pressure from the anti-Israel left, forcing a delay in the roll-out. Now, the White House is attempting a last-minute straddle – undermining the IHRA definition by promoting alongside it an alternative definition that says applying double standards and singling out the Jewish state for criticism is not antisemitic.
