The one-minute ad, entitled "timeless quotes by Joe Biden," features recorded dialogue from the incumbent commander-in-chief making states in which he appears to either slur his speech or forget his intended lines.
"All men and women created by the go you know... you know the thing," Biden said, in what appeared to be an attempt to quote the Declaration of Independence.
"America is a nation that can be defined in a single word: aseemfhuuthimaafuutheemscuseme," he said in another instance.
"It is noteworthy that the percentage of women who register to vote and cast a ballot is consistently higher than the percentage of the men who do so. End of quote. Repeat the line," he said, evidently reading teleprompter instructions.
Such instances have fueled speculation about Biden's mental fitness for office in light of his age, as have his repeated gaffes such as his failure to accurately restate the details of his son Beau Biden's death.
Special counsel Robert Hur, in his report, moreover, indicated that his decision not to bring charges against the president was motivated in part by concerns about how he would appear to a jury, saying it "would be difficult to convince a jury that they should convict him — by then a former president well into his eighties — of a serious felony that requires a mental state of willfulness."
"Mr. Biden would likely present himself to a jury, as he did during our interview of him, as a sympathetic, well-meaning, elderly man with a poor memory," he added.
Biden has rejected Hur's assessment and insisted that "[m]y memory's fine."
