BLOOMINGTON — A Republican gubernatorial candidate says Gov. Pat Quinn wasted anopportunity in 2011 to fix the state’s pension problems and more recently harmed the chances for resolution with his veto of lawmakers’ salaries.
State Treasurer Dan Rutherford, of Pontiac, stopped in Bloomington for a fundraising breakfast Thursday. Afterward, Rutherford criticized Quinn’s handling of the state’s pension crisis.
Rutherford acknowledged that pensions have been a problem for years but argued Quinn had the opportunity to force change with an income tax increase that took effect in 2011. Rutherford said Quinn should not have signed the increase into law unless it was part of a comprehensive package for solving the state’s budget problems.
“You don’t agree to one thing and hope the rest of it will come along later,” said Rutherford, one of several announced candidates from both parties who want Quinn’s job.
He said he believes the public would be more tolerant of the tax increase had the revenue enhancement been part of “true” solution.
Rutherford added that Quinn further harmed his negotiating abilities when last month he stripped lawmakers of their salaries. In vetoing their pay, Quinn cited lawmakers’ lack of action to address the state’s pension crisis. Legislative leaders are challenging the move in court as unconstitutional.
Rutherford said cutting lawmaker pay may be popular with the public, but “ultimately what a leader does is bring about a substantive move” and vetoing legislator pay “harmed the process.”
Asked how he would help solve the pension crisis if elected governor, he said only that it’s a matter of negotiations. “You have to put it all on the table,” he said.
Rutherford joins Bill Brady, Bruce Rauner and Kirk Dillard in the race for the Republican nomination for governor. The race for the Democratic nomination includes Quinn and Bill Daley.
